have been in my imagination.
Regardless, the Virginia RPC would like you to discuss this issue at
your Deep South RPC meeting this weekend.

nbsp; Prior
to the creation of the AT Conservancy, decisions regarding the allocation of
maintenance hours by the Konnarock crews were m=
ade by
the Konnarock Steering Committee (KSC) at the a=
nnual
spring meeting of the Southern Regional Management Committee. The KSC met on Sunday morning in f=
irst and
“open” and then a “closed” session. I understand the KSC was comprised=
of
the ATC Board of Managers representatives from the Southern Region, Pete Irvine and Don Owens from ATPO, and USFS
representatives from the various southern forests. The ATC Region Directors participa=
ted in
the meetings but were not voting members.&=
nbsp;
The Vice Chair of the Southern Region chaired the group and the
meeting. The Virginia Regiona=
l Office
compiled all the Konnarock requests and present=
ed
them to the Committee for discussion in the “open” session (when
Club representatives could elaborate on their requests) and for voting on in
the “closed” session.
If I have any of the details wrong, perhaps Morgan or Marianne can
correct them at your meeting.

nbsp; Since
there is no longer a Board of Managers, we need to develop a new structure =
to
perform the function of allocating/assigning the Konna=
rock
hours. Once our two RPC’=
;s
reach an agreement, then I propose to forward ou=
r plan
to Bob Proudman at ATC
HQ’s and to Hawk Matheny, Chair of the TSC. Don’t know who is the ultima=
te
decision making authority but we’ll let them sort it out. Then we would advise ATPO and the =
USFS
members … whose members haven’t changed.

nbsp; The
Virginia RPC unanimously approved a proposal to establish a new Konnarock Steering Committee under the Conservancy
organization which would consist of three members each from the Virginia and
Deep South RPC’s, plus the ATPO and USFS representatives who served on
the previous committee. The AT
Regional Directors would continue to be ex-officio members and their staffs
would compile the request documentation from clubs. The RPC representatives could be R=
PC
members or Club members (if RPC members did not want to participate or felt
there were better qualified Club members who were willing). For example, the initial Virginia RPC reps would be =
Sharon Ripley (NBATC), Charlie Parry (RATC) and Bill Rogers (TATC). Bill is not an RPC member but is
eminently qualified for the task due to his previous participation as a BOM
rep. The Chair of the Committ=
ee
would be rotated between the two RPC Chairs (you and me). You would take it the first year (=
2006)
and then I would do it in 2007. I
may have missed other procedural details but they can be worked out over ti=
me.

you please add this item to your agenda and either concur or recommend any
changes you think are necessary.
